Duke Energy has already written off DNC loan guarantee

For accounting purposes, Duke Energy has already written off the $10 million guaranteed line of credit the company signed to help Charlotte secure the 2012 Democratic National Convention.

For purposes of money actually out of the pocket, CEO Jim Rogers says he is content to wait until the end of the month ? when the line of credit comes due ? to find out if Duke shareholders will have to pony up the money.

?We?ve got a couple weeks to go,? he said Wednesday. ?But let's take a worst-case scenario that we can?t raise the money. I think the fact that a third party found it benefited the community by over $160 million and has a great positive benefit for the city ... I think it's a great investment for our community.?

Rogers was referring to a report by Tourism Economics, a Philadelphia company asked to assess the economic impact of the convention ? held Sept. 4-6 ?to Mecklenburg, Anson, Cabarrus, Gaston and Union and York counties.

Came up short

Duke signed the line of credit to make sure the city would have the money to put on the convention. The Charlotte in 2012 Host Committee needed to raise almost $37 million to pay the city?s share of the convention costs. Rogers himself was in charge of the fundraising.

The group came up about $8 million short, after all the bills were paid. The committee tapped the line of credit Duke had guaranteed. And the question ever since has been whether the additional money would be raised or if Duke shareholders would be on the hook for it.

It is clear that the money has not been raised. In the third quarter, Duke took an after-tax charge of $6 million against earnings to account for the line of credit. That amounts to a little less than a penny charge against Duke?s earnings.

Rogers is not prepared to say yet that the money is gone. But he is saying that if it is, it was money well spent.

    Matthew Morrison on Will's Wedding, a "Big Feud" and His "Rejuvenated" Return to Glee

    Last week, millions of Glee fans were shocked - and more than a little horrified - to see Finn (Cory Monteith) lay one on Emma (Jayma Mays) days before she ties the knot. And they weren't alone.

    "I couldn't believe it. I was like, 'What happened? What did he do?' It just didn't make any sense," Matthew Morrison tells TVGuide.com. "It still kind of doesn't make sense in my mind, but a lot of things in this show are kind of funny."

    Despite the brief smooch between the bride and the best man, Thursday's special Valentine's Day episode (9/8c on Fox), entitled "I Do," will feature the long-awaited wedding of Wemma, one of Glee's most beloved on-and-off couples. "It was kind of messed up, but it leaves room for a lot of drama and tension," Morrison says of the kiss. "I think the wedding is going to go pretty smoothly, but I think there will be some aftermath in some episodes to come. ... It's going to be a nice big feud for a couple episodes."

    However, it's not just Finn's surprising betrayal that will create drama for the couple. The time apart during Will's months-long exodus to Washington D.C., will prove to be a major hurdle for the couple. "Will and Emma have been apart for so long. ...Their relationship is a little tepid, a little on the rocks. They have to find their way back to each other," Morrison says. "There's some trying to figure out what is the right thing to do and ultimately, it happens how it happens. You have to see it to believe what happens."

    Thursday's episode is a particularly big one for Will, who returns after months away from both his fianc?e and his beloved glee kids. "It's a re-introduction of Will," Morrison says. That time away from the grinding Glee schedule had a huge impact on Morrison. "I think everyone on the show needs to have that kind of time off because I came back so rejuvenated and ready to go and I came back and all the crew and cast looked kinda tired," he says. "It was wonderful for my soul and just for getting stuff done in my life. It was a really great time off."

    The break not only breathed new energy into Morrison but also into his alter-ego, who will (finally!) get back to performing upon his return. "This is some of my favorite stuff that I've ever done on the show," he says. Morrison specifically points to a dance number featured in the March 7 episode. "I get to do this very famous dance that one of my very favorite dancers of all time got to do - it kind of defies gravity. It's just an amazing number," he says. "It's just been a lot of really fun stuff. It's good for me to be able to perform on the show because it's been awhile." (Sadly, no word yet on when, if ever, Mr. Schue will rap again. "I think I need to get my white-boy rapping skills back in check," he jokes.)

    Will's return is far from the only one fans can expect for the big V-day ceremony. Most of last year's grads, including Rachel, Kurt, Quinn, Santana and Puck will visit Lima to witness their old teacher tie the knot. "We haven't all been in the same room like that in a while and it was very nostalgic. It was fun having that energy and people you're so familiar with being in the same room, and also it was a chance for some of the old cast members to hang out with some of the new kids in the glee club," Morrison says. "It was a big family reunion."

    Morrison says reconnecting with the current glee club kids will be a challenge for Mr. Schue because of heir brief disqualification after Marley's "Gangnam Style" fainting spell. "[He's got to] get them back into shape," he says. And what will he think of how closely Finn followed in Will's footsteps while he was gone? "When I first saw some of his outfits, I was like, 'Oh my gosh,'" Morrison jokes about Finn's sudden penchant for sweater vests. "But Mr. Schue has always been like a father figure to him so I think he learned from his mentor and he was trying to emulate Mr. Schue in a lot of ways."

    Trying to emulate his mentor, however, won't excuse last week's lip-lock so easily. "I think it's going to be interesting with Will finding out about the kiss and seeing what their relationship is going to become now," Morrison says. "I think it's going to take a while for them to get back in each other's good graces."

    And what about the other pair of lips involved? Even if Will and Emma do say "I do" on Thursday's episode, it sounds like their problems are far from over. However, Morrison is optimistic Wemma can work it out. "In the long run, I hope so because they've been wanting this opportunity for so long and I think the audience has been really longing for this to happen," he says. "I think it would be a great thing for the show and for them."

    And we?re done here, apparently. A statement was released from Major League Baseball with respect to Curt Schilling?s statement on Wednesday that someone with the Red Sox advised him to take PEDs back in 2008:

    ?At the time of the incident in question in 2008, the Boston Red Sox immediately reported the allegations to Major League Baseball as required by our investigative protocols.? Once the Red Sox reported the matter, Major League Baseball assumed sole responsibility for the investigation.? The Club handled the matter consistent with all MLB rules and requirements and in a manner that was above reproach.

    ?Major League Baseball thoroughly investigated the allegations and considers the matter closed.?

    I still find it somewhat hard to believe that Jed Hoyer, who was then the assistant GM, never heard about this until yesterday. ?Nor team president and CEO Larry Lucchino. And I?m not sure how why the source I spoke with yesterday afternoon at Major League Baseball said that MLB will look into the matter wasn?t aware that the matter had already been looked into. Seems like something at least one of these people probably should have known about.

    Oh well. Thankfully everyone remembered it all by around 5PM yesterday, so that worked out nicely.

    East Coasters warned to stay home as blizzard nears

    As a powerful blizzard closes in on the East Coast, airlines have canceled more than 3,000 flights and some city officials are delivering a blunt message: Don't travel if you don't have to.

    ?Stay off the roads, stay safe," said Boston Mayor Thomas Menino.

    The National Weather Service is advising Bostonians not to travel after noon on Friday, his office pointed out.

    "This is a powerful storm," TODAY meteorologist Al Roker said Friday. "It will probably rank as one of Boston?s top five storms before it?s all over."

    The city could get more than two feet of snow.

    Nervous fliers in the region monitored the weather and scrambled to change plans as airlines pre-emptively canceled more than 2,600 flights in New York and Boston alone, according to FlightStats.com. More than 3,200 flights were axed within, into or out of the U.S.

    AAA urged travelers to be aware of the hazards of winter driving and to keep up with the changing weather conditions.

    "As the storm develops, if conditions are poor and you can avoid traveling on the roadways, do," said AAA spokeswoman Heather Hunter.

    "We will be keeping an eye on the storm and helping any of our travelers out there."

    On Thursday, the weather system affected Chicago?s O?Hare International, where snow and ice delayed arriving flights by more than two hours at one point on Thursday afternoon. More than 80 flights scheduled to depart from the airport were canceled, according to FlightAware.com.

    Airlines and airports in the storm?s path were bracing for its impact.

    ?We?re monitoring the weather system closely and will adjust our operations accordingly,? said Allison Steinberg, a spokeswoman for JetBlue Airways.

    Like most carriers, the airline is giving travelers the chance to reschedule their flights without paying any change and cancellation fees. (For a full list, scroll down to the bottom of the article.)

    Delta Air Lines urged its passengers to take advantage of the waivers.

    ?Delta is closely monitoring conditions along the storm's forecast path and encourages customers to consider moving up, postponing or re-routing their travel to avoid possible inconvenience from expected flight delays,? the carrier said in a statement.

    Southwest Airlines warned its passengers that flights could be ?delayed, diverted, or canceled.?

    Meanwhile, the Port Authority of New York and New Jersey announced it is deploying extra personnel and taking all possible measures to handle any wintry conditions that may develop at JFK International, LaGuardia and Newark Liberty International.

    The agency noted that its ?winter weather arsenal? includes more than 200 pieces of snow and ice equipment at the airports, including ?melters that can liquefy up to 500 tons of snow an hour? and plows that can clear snow at 40 mph.

    Port Authority staff will work around-the-clock in 12-hour shifts during the most severe storms, officials said.

    If you are scheduled to fly in the next couple of days, here is a list of airlines offering fee waivers due to the storm:

    • American Airlines passengers traveling to, through or from Boston, New York, Montreal and more than 10 other airports can change their plans for free.
    • Delta Air Lines? policy covers more than two dozen airports.
    • JetBlue Airways will waive change and cancel fees and fare differences for travel to and from a dozen airports.
    • Southwest Airlines passengers traveling to, through or from Boston, Newark, and several other cities are eligible to reschedule their flights for free.
    • United Airlines' policy covers more than 30 airports.
    • US Airways has also relaxed its change-fee policies.

    NASA telescopes discover strobe-like flashes in young stars

    Feb. 7, 2013 ? Two of NASA's great observatories, the Spitzer and Hubble space telescopes, have teamed up to uncover a mysterious infant star that behaves like a strobe light.

    Every 25.34 days, the object, designated LRLL 54361, unleashes a burst of light. Although a similar phenomenon has been observed in two other young stellar objects, this is the most powerful such beacon seen to date.

    The heart of the fireworks is hidden behind a dense disk and an envelope of dust. Astronomers propose the light flashes are caused by periodic interactions between two newly formed stars that are binary, or gravitationally bound to each other. LRLL 54361 offers insights into the early stages of star formation when lots of gas and dust is being rapidly accreted, or pulled together, to form a new binary star.

    Astronomers theorize the flashes are caused by material suddenly being dumped onto the growing stars, known as protostars. A blast of radiation is unleashed each time the stars get close to each other in their orbits. This phenomenon, called pulsed accretion, has been seen in later stages of star birth, but never in such a young system or with such intensity and regularity.

    "This protostar has such large brightness variations with a precise period that it is very difficult to explain," said James Muzerolle of the Space Telescope Science Institute in Baltimore, Md. His paper recently was published in the science journal Nature.

    Discovered by NASA's Spitzer Space Telescope, LRLL 54361 is a variable object inside the star-forming region IC 348, located 950 light-years from Earth. Data from Spitzer revealed the presence of protostars. Based on statistical analysis, the two stars are estimated to be no more than a few hundred thousand years old.

    The Spitzer infrared data, collected repeatedly during a period of seven years, showed unusual outbursts in the brightness of the suspected binary protostar. Surprisingly, the outbursts recurred every 25.34 days, which is a very rare phenomenon.

    Astronomers used NASA's Hubble Space Telescope to confirm the Spitzer observations and reveal the detailed stellar structure around LRLL 54361. Hubble observed two cavities above and below a dusty disk. The cavities are visible by tracing light scattered off their edges. They likely were blown out of the surrounding natal envelope of dust and gas by an outflow launched near the central stars. The disk and the envelope prevent the suspected binary star pair from being observed directly. By capturing multiple images over the course of one pulse event, the Hubble observations uncovered a spectacular movement of light away from the center of the system, an optical illusion known as a light echo.

    Muzerolle and his team hypothesized the pair of stars in the center of the dust cloud move around one another in a very eccentric orbit. As the stars approach each other, dust and gas are dragged from the inner edge of a surrounding disk. The material ultimately crashes onto one or both stars, which triggers a flash of light that illuminates the circumstellar dust. The system is rare because close binaries account for only a few percent of our galaxy's stellar population. This is likely a brief, transitory phase in the birth of a star system.

    Muzerolle's team next plans to continue monitoring LRLL 54361 using other facilities, including the European Space Agency's Herschel Space Telescope. The team hopes to eventually obtain more direct measurements of the binary star and its orbit.

    Let Me Go On and On...: Underestimating the Power of Pets

    It's so true when people say, "If they don't have kids, they really won't understand." And while that may be somewhat true, the person may have an idea of how they'd go about taking care of a child, but not really understanding what it's like - the experience itself - to be in the parent's shoes. But this isn't about kids. It's about dogs - animals in general. I haven't had a dog since I was a kid and basically went through life in my adulthood without pets. I even developed allergies for cats and dogs since I haven't been exposed to them much. Between my OCD manias and allergies --- dogs were not going to be apart of my world. I'd hear people call their dogs "my babies" and other 'mommy-wannabe' types of sayings. I'd cringe. It's a goddamn dog. It's a pet. Come on. I never understood why some people would have a hard time putting their pets in a kennel if they had to leave for vacation or a business trip. I always thought it was pathetic to treat animals as if they were human. What? You're gonna actually cook for your dog? What? You're going to buy a fortune in doggy beds and blankets for it? It's a dog! And the most mortifying one of all ---- what, you're going to SLEEP with your dog and let the dog on your bed? Craziness. I even underestimated someone's sadness over losing a pet once because they were comparing it to the death of a human loved one. While I still have strong views of the importance of pets vs. humans - they are indeed family.

    So, my mind changed. Lola came into my life. And like any other overzealous new mommy, (yes I said "mommy"), I have the mile-long trail of photos in my iPhone, on Facebook, on Twitter, on Instagram --- on my desk. My friends and family are like, "Oh...another photo of Lola. Great." I had new rules for the house:

    • No dogs on the couch?
    • No dogs on the bed
    • Dog will sleep in crate
    • Will not kiss dog on face or let dog lick me

    Well, after a bazillion "NO's!!" and attempts to keep Lola off the couch, she is now comfy wrapped up in her blanket...on the couch. We first kept Lola in a crate...in the next room. We. never. slept. The crying and whining lasted for over an hour. Then I decided to put her crate in our bedroom. She was great. She was next to us and felt safer. But then in the middle of the night, she'd cry. One of us would bring her out to do her thing, but that's not what she wanted. Eventually, I started playing with her on my bed before we went to sleep. She absolutely loved being on the bed. It was then we fell asleep one night all cuddled up. (Although I still wash my hands 1,763,987 times a day.) During her first heat, we had to put diapers on her due to the blood stains. My OCD cranked up a tad. Not only did I have to change a dog's diaper, I had to wipe her clean and gag a little. It became something of the norm and I began to just love her even more.

    Now, I'm "one of them" -- those pet owners who are super obsessed with their dog or cat. Tomorrow morning, I have to bring Lola (sniffles) to get spaded. I know it's such a common practice and a healthy one -- but I'm so scared she'll be in pain. On top of it, she has to stay overnight. I said to Mad, "Can we bring her blankets and her stuffed toys? Is she going to be cold? All the other dogs are going to be keeping her up at night!" I'm freaking out. Mad assures me she'll be too tired to even notice and she'll be just fine, but the 'mommy' in me wants to come in with a bowl of chicken soup and make it all better. The old me: "It's a goddamn dog for the love of God!"?Wrong. She's my baby. Nonetheless, please send out little puppy prayers for my little girl. She's getting her bread basket taken out. No more flirting with the boys next door.

    Tunisia to shake-up government after assassination

    TUNIS, Tunisia (AP) ? Shaken by the assassination of a prominent leftist opposition leader that unleashed major protests, Tunisia's prime minister announced Wednesday that he would form a new government of technocrats to guide the country to elections "as soon as possible."

    The decision by Prime Minister Hamadi Jebali was a clear concession to the opposition, which has long demanded a reshuffle of the Islamist-dominated government. It also came hours after the first assassination of a political leader in post-revolutionary Tunisia.

    The killing of 48-year-old Chokri Belaid, a secularist and fierce critic of Ennahda, the moderate ruling Islamist party, marked an escalation in the country's political violence and sparked allegations of government negligence ? even outright complicity. It also bolstered fears that Tunisia's transition to democracy will be far more chaotic than originally hoped.

    "This is a sad day that shook the country regardless of our differences," Jebali said in an address to the nation, whose capital city still smelled of the tear gas lobbed at protesters angry over the killing. "We are at a crossroads, and we will learn from it to make a peaceful Tunisia, secure and pluralist, where we may differ but not kill each other."

    The ruling coalition, led by Jebali's Ennahda party, had been in stalled negotiations with opposition parties to expand the coalition and redistribute ministerial portfolios in an effort to calm the country's fractious politics. Elections had been expected for the summer, but an exact date depended on lawmakers finishing work on a new constitution.

    Jebali said the new ministers in the technocratic government "would not belong to any party and its task would be limited to organizing elections as soon as possible with a neutral administration." The statement implied that Jebali would be leading the new government and that its selection was imminent.

    Tunisians overthrew their long-ruling dictator Zine El Abidine Ben Ali in January 2011, kicking off a wave of pro-democracy uprisings across the Middle East and North Africa that have met with varying degrees of success.

    With its relatively small, well-educated population of 10 million, Tunisia has been widely expected to have the best chance of successfully transitioning to democracy. Its first post-dictatorship election brought to power the moderate Islamists of Ennahda in a coalition with two secular parties.

    With the fall of the country's secular dictatorship, however, hardline Islamist groups also have flourished and there have been a string of attacks by ultraconservative Muslims known as Salafis against arts, culture and people they deemed to be impious.

    In the last few months, there also have appeared the Leagues to Protect the Revolution, groups that say they are fighting corruption and seeking out remnants of the Ben Ali regime.

    But opposition leaders such as Belaid said the leagues have become Ennahda-backed goon squads that attacked opposition rallies. Last weekend saw a string of attacks against such meetings, including a rally held by Belaid's Popular Front in northern Tunisia.

    Belaid, a lawyer, was shot four times point blank as he left his house in Tunis on Wednesday morning. He was taken to a nearby clinic where he died. His wife told French Radio RTL he was shot twice in the head, once in the neck and once in the heart.

    "He died for the country. He died for democracy," Basma Belaid said. "He was threatened all the time," she added, holding Ennahda directly responsible for his death.

    Belaid's funeral is scheduled for Friday and the family has said members of the ruling coalition will not be welcome.

    As word of the assassination spread, demonstrators converged on the Interior Ministry in the center of the capital chanting anti-government slogans.

    The scenes were reminiscent of the final days of Ben Ali as protesters surged down the tree-lined Bourguiba Avenue shouting "the people want the fall of the regime" and were met with volleys of tear gas and riot police.

    At one point, the ambulance containing Belaid's body, surrounded by angry mourners, headed toward the ministry before it was driven off by tear gas.

    By late afternoon, the center of the city was largely deserted and littered with stones, guarded by police armored vehicles and patrolled by a tank from the national guard. Knots of riot police chased protesters through the elegant downtown streets.

    At least one policeman died in the clashes, the Interior Ministry said.

    Protests flared across the rest of the country as well, with fierce clashes in the southern town of Gafsa and the coastal cities of Sousse and Monastir. Ennahda offices were also attacked in several towns, according to media reports.

    Tunisian President Moncef Marzouki, a member of a secular party in the governing coalition, called the Belaid assassination a threat against all Tunisians in a speech before the European Parliament in Strasbourg before he rushed home, canceling a trip to Cairo.

    "All these destabilization attempts ? and there will be others because for some the Tunisian model should not succeed ? I can tell you that we will face the challenge and defeat it," he told journalists.

    The assassination also comes as Tunisia is struggling to revive its economy. On Monday, the central bank head, Chedli Ayari, said that while the country was on the road to recovery, the political squabbling had to be resolved to reassure foreign and Tunisian investors.

    "This assassination is the gravest incident yet in a climate of mounting violence," said Eric Goldstein, deputy Middle East and North Africa director at Human Rights Watch. "Since Tunisia's revolution, there have been violent assaults against journalists, political activists, artists, and simple citizens, many of which the authorities did not investigate, let alone prosecute."

    Several opposition parties suspended their participation in the constitutional assembly over the assassination and are now calling for a general strike, which could further inflame tensions. By Wednesday evening, however, they had yet to react to Jebali's announcement of a caretaker government.

    Nejib Chebbi of the centrist Jomhouri Party warned prior to Jebali's announcement that other political figures could be targeted for assassination, and he called for the dissolution of the Leagues to Protect the Revolution.

    The night before his death, Belaid had called for the dissolution of those leagues as well.

    "There are groups inside Ennahda inciting violence," Belaid told the Nessma TV channel. He alleged that Ennahda leader "Rachid Ghannouchi considers the leagues to be the conscience of the nation, so the defense of the authors of violence is clear. All those who oppose Ennahda become the targets of violence."

    Ennahda, however, has denied supporting any violence and promised an investigation into the assassination. Ghannouchi called Belaid's killing an "ignoble crime" and offered his condolences to his family.

    As international condemnation of the assassination swiftly poured in, several countries expressed worry over the violence in Tunisia.

    "There is no justification for an outrageous and cowardly act of violence like this," U.S. State Department spokeswoman Victoria Nuland told reporters. "There's no place in the new Tunisia for violence. We urge the government of Tunisia to conduct a fair, transparent and professional investigation to ensure the perpetrators are brought to justice, consistent with Tunisian and international law."

    French President Francois Hollande also expressed worry. "This murder deprives Tunisia of one of its most courageous and free voices," he said in a statement.

    WASHINGTON (AP) ? Saturday mail may soon go the way of the Pony Express and penny postcards. The Postal Service said Wednesday that it plans to cut back to five-day-a-week deliveries for everything except packages to stem its financial losses in a world radically re-ordered by the Internet.

    "Our financial condition is urgent," declared Postmaster General Patrick R. Donahoe. But Congress has voted in the past to bar the idea of eliminating Saturday delivery, and his announcement immediately drew protests from some lawmakers. The plan, which is to take effect in August, also brought vigorous objections from farmers, the letter carriers' union and others.

    The Postal Service, which suffered a $15.9 billion loss in the past budget year, said it expected to save $2 billion annually with the Saturday cutback. Mail such as letters and magazines would be affected. Delivery of packages of all sizes would continue six days a week.

    The plan accentuates one of the agency's strong points: Package delivery has increased by 14 percent since 2010, officials say, while the delivery of letters and other mail has plummeted. Email has decreased the mailing of paper letters, but online purchases have increased package shipping, forcing the Postal Service to adjust to customers' new habits.

    "Things change," Donahoe said.

    In fact, the Postal Service has had to adapt to changing times ever since Benjamin Franklin was appointed the first postmaster general by the Continental Congress in 1775. The Pony Express began in 1860, six-day delivery started in 1863, and airmail became the mode in 1918. Twice-a-day delivery was cut to one in 1950 to save money.

    But change is not the biggest factor in the agency's predicament ? Congress is. The majority of the service's red ink comes from a 2006 law forcing it to pay about $5.5 billion a year into future retiree health benefits, something no other agency does. Without that payment ? $11.1 billion in a two-year installment last year ? and related labor expenses, the mail agency sustained an operating loss of $2.4 billion for the past fiscal year, lower than the previous year.

    Congress also has stymied the service's efforts to close some post offices in small towns.

    Under the new plan, mail would be delivered to homes and businesses only from Monday through Friday but would still be delivered to post office boxes on Saturdays. Post offices now open on Saturdays would remain open.

    Over the past several years, the Postal Service has advocated shifting to a five-day delivery schedule for mail and packages ? and it repeatedly but unsuccessfully has appealed to Congress to approve the move. An independent agency, the service gets no tax dollars for its day-to-day operations but is subject to congressional control.

    The proposed change is based on what appears to be a legal loophole ? and that may be a gamble. Congress has long included a ban on five-day-only delivery in its spending bills, but because the federal government is now operating under a temporary spending measure rather than an appropriations bill, Donahoe says it's the agency's interpretation that it can make the change itself.

    "This is not like a 'gotcha' or anything like that," he said. The agency essentially wants Congress to keep the ban out of any new spending bill after the temporary measure expires March 27.

    Might Congress try to block the idea?

    "Let's see what happens," he said. "I can't speak for Congress."

    Two Republican lawmakers said they had sent a letter to leaders of the House and Senate in support of the elimination of Saturday mail. It's "common-sense reform," wrote Darrell Issa of California, chairman of the House Oversight and Government Reform Committee, and Tom Coburn of Oklahoma, top Republican on the Senate Homeland Security and Governmental Affairs Committee.

    But Alaska Democratic Sen. Mark Begich called it "bad news for Alaskans and small business owners" who he said need timely delivery to rural areas.

    Sen. Susan Collins, R-Maine, said she was disappointed, questioned the savings estimate and worried the loss of Saturday service might drive customers away.

    "The Postal Service is the linchpin of a $1 trillion mailing and mail-related industry that employs more than 8 million Americans in fields as diverse as direct mail, printing, catalog companies, magazine and newspaper publishing and paper manufacturing," she said. "A healthy Postal Service is not just important to postal customers but also to our national economy."

    She noted that the Senate last year passed a bill that would have stopped the postal service from eliminating Saturday service for at least two years and required it to try two years of aggressive cost cutting instead.

    The House didn't pass a bill.

    Republican House Speaker John Boehner said Wednesday, "I think trying to act in this postal area is pretty difficult. But I understand where the postal commission is coming from. They're in charge with running the post office, but yet the Congress, in its wisdom, has tied their hands every which way in order for them to actually run the post office in a revenue neutral way."

    "And so Congress needs to act, there's no question about that, and I hope we'll act soon."

    President Barack Obama's spokesman, Jay Carney, said the White House learned only Tuesday about the agency's decision to cut Saturday service. He said the White House is still evaluating the decision but would have preferred its own comprehensive overhaul package that failed to pass Congress last year be adopted "for the sake of a stronger future Postal Service."

    The president of the National Association of Letter Carriers, Fredric Rolando, said the cutback is "a disastrous idea that would have a profoundly negative effect on the Postal Service and on millions of customers," particularly businesses, rural communities, the elderly, the disabled and others who depend on Saturday delivery for commerce and communication.

    He said the maneuver by Donahoe to make the change "flouts the will of Congress, as expressed annually over the past 30 years in legislation that mandates six-day delivery."

    The National Farmers Union said "impacts on rural America will be particularly harmful."

    Despite that opposition, the Postal Service clearly thinks it has a majority of the American public on its side. The service's market research indicates that nearly 7 in 10 people support the switch as a way to reduce costs, Donahoe said.

    He said the savings would include employee reassignment and attrition.

    The agency in November reported a record annual loss of $15.9 billion for the past budget year and forecast more red ink in 2013, capping a tumultuous year in which it was forced to default on the $11 billion in retiree health benefit prepayments to avert bankruptcy.

    The financial losses for the fiscal year ending Sept. 30 were more than triple the $5.1 billion loss in the previous year. Having reached its borrowing limit, the mail agency is operating with little cash on hand.

    The Postal Service is in the midst of a major restructuring throughout its retail, delivery and mail processing operations. Since 2006, it has cut annual costs by about $15 billion, reduced the size of its career workforce by 193,000, or 28 percent, and has consolidated more than 200 mail processing locations, officials say.

By Wednesday evening, however, they had yet to react to Jebali's announcement of a caretaker government.

    Nejib Chebbi of the centrist Jomhouri Party warned prior to Jebali's announcement that other political figures could be targeted for assassination, and he called for the dissolution of the Leagues to Protect the Revolution.

    The night before his death, Belaid had called for the dissolution of those leagues as well.

    "There are groups inside Ennahda inciting violence," Belaid told the Nessma TV channel. He alleged that Ennahda leader "Rachid Ghannouchi considers the leagues to be the conscience of the nation, so the defense of the authors of violence is clear. All those who oppose Ennahda become the targets of violence."

    Ennahda, however, has denied supporting any violence and promised an investigation into the assassination. Ghannouchi called Belaid's killing an "ignoble crime" and offered his condolences to his family.

    As international condemnation of the assassination swiftly poured in, several countries expressed worry over the violence in Tunisia.

    "There is no justification for an outrageous and cowardly act of violence like this," U.S. State Department spokeswoman Victoria Nuland told reporters. "There's no place in the new Tunisia for violence. We urge the government of Tunisia to conduct a fair, transparent and professional investigation to ensure the perpetrators are brought to justice, consistent with Tunisian and international law."

    French President Francois Hollande also expressed worry. "This murder deprives Tunisia of one of its most courageous and free voices," he said in a statement.

    Travel + Leisure: The Best Carnival Celebrations Around The World ...

    Costumed revelers board a New Orleans streetcar and ride down St. Charles Avenue, waving banners, throwing beads, and shaking their rumps to the beat of a brass band. These are the Phunny Phorty Phellows--and their antics kick off the pre-Lenten celebrations.

    Carnival is a worldwide phenomenon, an outburst of tradition and joy that engulfs locals while providing photogenic entertainment for travelers lucky enough to crash the party. It flourishes in New Orleans and other places that have strong Catholic or Orthodox religious traditions (the Fasnacht celebration in Basel, Switzerland, is a notable Protestant exception). Immigrants export Carnival with them: witness the celebration in Goa, India, a holdover from that community's Portuguese rule, or the street festivals that have sprung up among the West Indian diaspora in New York and London.

    Those familiar with photos of scantily clad partiers in Rio or Trinidad might not appreciate that the Carnival debauchery stems from religious roots. To gain converts, the early Christian church incorporated pagan practices, tying them to the period of abstinence known as Lent. The idea has always been to get your feasting and sinning out of the way, before the repentant 40-day Easter season begins on Ash Wednesday.

    Carnival has always been about spectators as much as participants. So should you find yourself at one of the following parties around this year's Fat Tuesday (February 12), don't be afraid to grab a mask and join in.

    Obama says Boy Scouts should allow gays as members

    (AP) ? President Barack Obama said Sunday that gays should be allowed in the Boy Scouts and women should be allowed in military combat roles, weighing in on two storied American institutions facing proposals to end long-held exclusions.

    The president's comments in a pre-Super Bowl interview on CBS come ahead of this week's meeting of the Boy Scouts' national executive board. A proposal to open up the Scouts' membership to gays is expected to be discussed and possibly voted on at the gathering in Texas.

    The Boy Scouts emphatically reaffirmed the no-gays policy just seven months ago, but announced last week they were considering changing the stance. Instead of mandatory exclusion of gays, the different religious and civic groups that sponsor Scout units would be able to decide for themselves how to address the issue ? either maintaining the exclusion or opening up their membership.

    The White House said in a statement last August that Obama opposed the gay ban. Obama, like presidents for the last century, serves as honorary president of the group. The president's comment Sunday was his first since the group announced it was considering a policy change.

    "My attitude is that gays and lesbians should have access and opportunity the same way everybody else does in every institution and walk of life," Obama said. "The Scouts are a great institution that are promoting young people and exposing them to opportunities and leadership that will serve people for the rest of their lives. And I think nobody should be barred from that."

    Obama also had previously issued a statement supporting the Pentagon's decision last month to open up front-line combat jobs to women, but the interview with CBS' Scott Pelley included his first publicly spoken comments on the matter since the announcement. He said women are already serving in combat "as a practical matter."

    "When they're in theater in places like Iraq and Afghanistan, they are vulnerable," he said. "They are wounded, and they've been killed. And they have carried out their jobs with extraordinary patriotism and distinction."

    The policy change overturns a 1994 rule prohibiting women from being assigned to smaller ground combat units, and is expected to open up more than 230,000 combat positions that have been off limits to women.

    Obama said he meets "extraordinary women in uniform who can do everything that a man can and more." He gave the example of one of his military aides, who he estimated is only about 5 feet tall and 100 pounds.

    "You put a 50-pound pack on her, and she can do things that you or me would keel over doing. And so the truth is that women are serving. They are taking great risks. What we should not do is somehow prevent them from advancing in an institution that we all revere."

    On the economy, Obama said although more revenue has to be raised to reduce the deficit, it can be done without raising income tax rates again. He said the answer is "smart spending cuts," reducing waste in the health care system and closing loopholes and deductions like offshore tax havens that benefit a few high income earners but not most Americans.

    "There's no doubt we need additional revenue coupled with smart spending reductions in order to bring down our deficit," he said. "We can do it in a gradual way so it doesn't have a huge impact."

    Coming before the Super Bowl, Obama had to expect he'd be asked about his recent comment that if he had a son, he would have to think long and hard about letting him play football because of safety concerns. Obama said he feel differently about the NFL, where the players are well-compensated adults who know the risks, but the threat of concussions has to give parents pause about letting youth and children play.

    "I want to make sure we are doing everything we can to make the sport safer, and that means the game's probably going to evolve a little bit," Obama said. "For those of us who like to see a big hit and enjoy the rock 'em, sock 'em elements of the game, we're probably going to be occasionally frustrated.

    "But I do think we want to make sure that after people have played the game, that they're going to be OK," he said.

    The Obamas were hosting their own Super Bowl party for friends and family at the White House. In honor of the two teams, the Baltimore Ravens and the San Francisco 49ers, they were serving Chesapeake crabcakes and San Francisco cioppino stew with sourdough toast. Also on the menu are Clipper City and Anchor Steam beers from the competing cities.
